Circuit Points Disparity

Since, Leviatan won against KRU, they are now no 1 in LATAM Circuit Standings because Masters 2 have more minimum points than Masters 1. Shouldn't the whole of Stage 2 have more points in comparison with Stage 1, rather than Masters 2 having more points than Masters 1?

i think that's the case for other regions, don't know why it's different for LATAM.
