Playoff spots NA and EU

Does anyone know why only 3 qualifies to Playoffs in EU while 4 qualifies from NA? As far as I know, The format is same, no?

Its not same na 4th seed goes to lower bracket

NA 2 spots
EMEA 3 spots

Not sure why riot didnt decide to keep the same format for both tbh

They're testing stuff out so they can figure out what they want to do for franchising, it's the same reason why EMEA has VRL and NA doesn't.
