Why is China not participated in VCT?

Was looking at rankings and came across China rankings, then realised that they aren't involved in VCT. Anyone knows why?

Game isn't officially out in China, due to the NPPA freeze. Only this year that from the social media side of things that they start to push for more publicity.

Game will release in 2-3 months in China. Everyone say.

china is too good , riot will let them participate when the other regions catch up to their level in about a year or so.
