because the map is t-sided, the orbs are for give advantage to the t, compare with a more balanced map like heaven, one is ct (A) other is t (C), its all about how riot think the map should fell to play
im getting my ult ready every two rounds, just go around the map farming the orbs and hit the site last 30 seconds (only possible in silver lobbies)
to force both sides into fights unless they get spammed with Round deciding Ults every 2nd Round

Bind has 2 cuz easy rotation cuz tele
Breeze, Haven no clue why just has 2 orbs
Fracture has multiple entry points and Its a very big map as well
