only issue i have with the VLR's is that more teams should qualify for promotion and more teams should be relegated cause rn 2 slots probably won't be enough to keep t2 orgs invested

True, they could atleast give 4 slots for promotion (so it would be 8 slots for top 8 teams who were in the previous challengers and 4 from promotion).
This way they could have max. 4 new teams in challengers
