This is achieved through either buffing or nerfing. I say "or" because it shouldn't be the case that characters, agents in this case, should be viewed from a myopic lens without overall comp context. Just because one outperforms, does that mean that massive nerfs are necessary? Wouldn't it be healthier for the game to see other characters slightly raised in strength, in conjunction with smaller nerfs to the problem area. This way, the player experience is ameliorated through the new possibilities brought by a buffed class of agents, rather than forcing the entire class to continue to suffer just because there was a star amongst them.
