i think tbh they should try and give tier 2 more exposure on the broadcasts, kind of like how sports tv channels do

for example after a tier 1 match there can be a 'next up' segment with all of the tier 2 games in the region (alongside which channels they'll be on and when)
since i imagine the average casual vct watcher doesn't really load up vlr.gg to see if tier 2 games are on
