CS has had no problems with under 18 working law with players under 18 joining top teams from all across the world for a long time, which is weird because there are very strict laws in a lot of countries about working under 18 with restricted hours which I'm sure CS surpasses. There are some countries that don't allow people under 18 to work during "school hours" which could be another factor. For context here are all large Valorant countries that would NOT be able to have players under 18 but over 16 playing in the league due to being outside of country:

if I had to make a tier list I'd probably do Neon > Reyna > Astra
I think Reyna canonically gets stronger the more she kills so she snowballs hard, but Neon with how much pure Radiant energy she has if she unleashes it all could probably just become a human earth nuke. Astra I don't think is great offensively with her abilities so don't know how much she could do.
