I know... that's why I would add the "Breath" HUD debuff and only 1HP/s of damage... so I think this is not so broken (well, It would need to be tested in game to be sure)
If it becomes too broken, I would change it tho make sound like Cypher's cage for sure

I was reading some posts in Reddit and read something about creating an agent with water abilities (Cause of Pearl), after that I had little ideas about this agent (a really little bit of his lore and 2 of his abilities.
I want to know about your thoughts, So... let's go:

Appearence: An agent like the character 'Missing Link' from the movie "Monsters vs Aliens" (a creature that looks in between human and fish), but, of course, WAAAAAAY less cartoonish

Lore: Originally from his home country (Caribbean Country or Australia/New Zeland), he was a surfer that had his body modified in the "First Light" event while he was surfing, after not being accepted by other people because of his new appearence, he moved himself to Atlantida, where he discovers that not only his looking was different, but all his body, being able to control water

Role: Controller/Sentinel (something like Viper is)

Race: Radiant (Water Controlling)
