The last condition is not if they failed to build the ecosystem as much as if they failed with the requirements for franchised teams. Although no franchised team was actually removed so far, Bleed came from ascension. But even if this happens, Riot kind of can invite whichever team they want, it's not an extra ascension spot or anything.

Extend: If an Ascension team makes it to VALORANT Champions (top 4 in IL), they will extend their term for another year.
