It's harder to find in CS, Valorant will be way harder since IGL need to proper deal with skills usage to rotate, etc.
There's just too much things to focus, you need to be talking most of time. Do you see other players playing? When they're holding angle they're all focus waiting for enemy, now imagine it as IGL where you need to do all mid calls for your tell, rotate, decisions, etc. Everything while holding an angle.
Of course IGL firepower will drop, is not like their firepower is bad or anything. It's just IGL job that requires too many attention in everything during mid round.

Also for knowing too much, they start to play more safer for their team.
You need to support your team's motivation when losing as well, and many other things.

When a team has a second shot caller is gets a little more easier overall, but many of second shot callers doesn't want to get this job as "fix" since they do not want to take responsibility for their actions.

Also, many IGL need to focus too much into strategy stuffs with coach during free time, while other players ended up training kovaak, aim, or some other stuff.
