I think the cypher ult being usable anytime is overkill.

I've always had this idea since very long. Make his Ult go back to the previous speed. Pullout is fast, Ult has 3 bullets. For every 2 kills you get from his Ult, you get one more bullet. Meaning if you hit the first 2 shots, you get an extra bullet. People really out here questioning the D4v4i pick, when in fact he was a great Jett during the Shiba days, a very good IGL (when he calls) and a ridiculously good Fragger.
He just doesn't have a flashy play style which gives him flashy kills. He's kinda like Leo or Chronicle in that sense.
Personally MaKo is still #1 for me. It's difficult to go beyond him when he's consistently been the best Controller in the world for a very long time.
