There are 2 roster locks. The first one is on September 2022. The first one is for Riot to understand what the team is planning. The second one is on March 2023 after lock-in to allow the team to change their roster if they feel it was not working. Just like c9 dropping Yay and Vanity. So march is their mid-season transfer window, And the reason why something can only play in the middle of the split is because, to compete they need a working visa and at that time something is still processing his visa.

That's what I'm saying. Off season is held by Private TO with their money and their own sponsors. Riot helps with clients, rule and setting up the Lan so that it works. There's a reason why TO held lots of even in Pacific and Americas, it's because either they're cheaper to set up but brings in the same amount of viewers as emea, or they have tons of viewers which makes it worth it for them to host. If you want to help emea at least bring in more viewers, since right now you have the least amount of viewers compared to 3 region.
