Jakarta is a far better option because :

1. They have more viewership
2. They're cheaper
3. Just like in Singapore, it's easy for teams to get the visa
4. They have experience hosting VCT Lan which Singapore doesn't have

So as an emergency substitution, Jakarta is the best option right now and we all know how Riot likes to save money.
