4 KR, GE is pretty much a korean team. Though, i don't think KR teams isn't that abundant. Also, oce is at the bottom because they are so isolated compared to other region. They can't scrim tier 1 in their region and they don't have the experiences compared to teams that scrims in KR/SEA for years. If an oce team is actually in tier 1, maybe their talents can actually develop.
