Even though it's just a rumor, and I have some evidence that was sent to me, I find it very unlikely they would go for this decision. I'm not sure if the players they're keeping have the proper English for an international team. Another lineup they're testing includes Cortezia and Brinks.
MIBR's tryout list is huge. Right now, they are testing Brazilian players, but from what I've heard from insiders, they are hating the players they've tested so far.
MIBR is very interested in Kyu and XXiF to internationalize their lineup, and they apparently won’t keep a fully Brazilian roster. Some players wanted Heat, who has already played for the organization, to return, but the staff rejected him, considering him a problematic player. MIBR will keep the trio of Rich, Palla, and Artzin, and is looking for two North American players to complete the lineup.
Contract finalized, to be signed when the transfer window opens on October 7. Zander is officially the new player for 100T. Here we go.
It will depend on Aspas' decision. If they don’t agree to renegotiate the buyout, he will stay with the org, earning the highest salary and sitting on the bench without playing. Going to Bleed is not the best decision for his career, regardless of the money offered.
Aspas is in very advanced negotiations with Bleed, but DRX and Fnatic also want him and will try to negotiate to reduce the buyout.
X has been working for some users in Brazil since last week. 90% of users are using VPN, so it’s useless. Test it yourself; send him some information and you’ll see that he will add it to his spreadsheet as a rumor.

I agree with everything you said, but I still see a lack of seriousness in those who play ranked.
I agree, but to secure a prize pool, the project has to demonstrate that it's working, show that the players are actively playing to improve, etc.
That depends a lot on the region, for example here in Brazil, ranked has been very scarcely played. Just one week before the end of the season, there were only 300 Radiants on the server, most players can't stand constantly encountering streamer smurfs.
What would be appealing for you to have in a Valorant HUB with only professional players and promising players from the scene? What would attract more interest from you to watch or follow?
The format of the hub would be in the style of CS:GO's FPL and R6's hub.
Brazil has a lot of talented players in the tier 2/3 scene, but most of them are 16-17 years old. Due to franchise rules, they are unable to play. Thus, the only option is to recycle the same players, even if they are not the best. Furia, LOUD, MIBR could have infinitely better teams if it weren't for this rule of only allowing players over 18 years old to compete.
