I can also argue why Japan next split will rely even less on imports next split(tldr Japan's increasing amount of talents replacing imports) and how it will hurt teams ( risks in taking in unproven talents) but benefitting the scene in the long term.

As long as not every team imports 2 players and the JP talent pool actually widens ( which it does; and orgs needs to utilize this fact) I think we are going to be in a good position
