Completely depends on price. Same price 4060 is just better, especially for 1080p gaming. The extra vram on 3060 isn't gonna do a lot. Also check for AMD alternatives likes 6700xt. That card is usually value for money and provides better performance than 3060 ti even.

it reroutes for the best ping. One of my friends used to use to it and it was pretty decent at removing packet loss in Fortnite and Valorant. But its not like it will work on any internet connection. If your connection is fine and already routed to the best server, its not going to improve it.
