i think its pretty smart. Most of his fans are casuals that dont use twitch but instead watch his clips on youtube. Streaming on youtube puts him on everyones home page.
Im not even subbed to him and i saw him on my front page

unless hes streaming its pointless, hed make more money on twitch anyway i think bc twitch new TOS theyre allowed too, i know ninja is about to get his partnered back and still be able to stream on youtube tiktok and ETC so i assume thats what hes planning to do, only reason I could POSSIBLY see him streaming on there
