i think its just riot is us based so it drops in NA first. idk maybe some other reason.

Timezone diferences... when Riot launches it, they launch in all server at the same time (I guess)

Timezones, doesn't it launch at 12am in every region, so the first region would be NA, then it would move to the right as the regions reach 12am

idk man. Maybe they need to send all the update resources to other region, that's why other region get the patch later. NA doesn't need any resources from other region because they developed it in NA. Its just my opinion, it could be wrong tho.
