sadly theres more to organizing an international event than just choosing a country that is convenient. In a perfect world, that's a great scenario to accommodate those players, however, most of these things are already predetermined months in advance so who knows if they'll get that convenience

Well Iceland is one of the safest countries to travel to and one of the countries willing to host an event with international guests during the height of the pandemic, so its natural for Riot to go back to a city theyve had success in. Also atm, Turkey has a do not travel warning due to certain circumstances (google is free) so likely not possible if the warning keeps up

Before the pandemic, more than 30 million tourists come to Turkey almost every year. The reason why riot games did not choose turkey is because of the fear of the low number of viewers due to the time zone.
