Ik Gambit is a state owned org but the roster is top 3 in the world and they are not allowed to play why wont riot allow gambit to compete under a different name like the olympics (ROC)

Probably because of the terms in the player's contracts and/or vp flexibility on the matter.
It's probably on Gambit to let their players play under a different name. If they don't let it happen, it will never happen. Or at least until their contracts expire.
