Split competitive Valorant scene into 15 regions:

I. Give each region an open Leagues with 4 regional lan masters tournaments by 12 slots each. 'Open' means no franchising, let orgless teams possibilty to destroy and qualify.
II. Make tier 2 regional masters in that leagues (for TSM)
III. Make the same regional circuit for academy teams (so all orgs would create academies)
IV. Make international Minor lan tourney with 16 slots, after two regional masters completed.
V. Make an International Major tourney with 24 slots, after the minor and 4-th regional masters completed.
VI. Make annual crowd funding like in Dota2, with 100% funds going to competitve circuit budget.
Tier 1: 15x4x (prize pool)+minor()+major()
Tier 2,3: 15x 4x(prize pool)
Academy: 15x4x(prize pool)
