I blocked this guy I stomped today, and then he somehow came back, on my team, because of his duo, then I lost that match. Why even have this feature if you can still play with the bots you just blocked??

I think it's more that they can't send you friend requests and you won't hear them in game, rather than they won't appear in your lobbies anymore.
do you understand how stupid it would be if high ranked players blocked each other from the same server for being too good? The only pool of players from this dead game on a dead server would be shit ones

braindead argument, in overwatch the "block" just deprioritizes the player from from being on your team, it has no effect on queue times since it just places them on the enemy team. if 10 players are queuing and they all have block conflicts then the matchmaking can just find the ideal one that satisfies the most players
