??? no
There are very less CIS teams. also u forgot TR.
Just keep them together as EMEA but cuz MEA has MENA slot u can call them EU + CIS + TR as EU.

vct is already an interregional tournament, making an event with a mix of players from different teams doesn't make much sense to me. The world cup is also not likely to happen unless it works like it did on overwatch/BLAST Spike Nations where most of the top players didn't even participate and it's mostly a way to showcase new talents.
