Likely, Tejo is not used at all in any region in UR1, considering if they lose UR1 or UR2 they end up in the same LR, it would make more sense to save the crazy Tejo comps for UR2 so they have a better chance at progression in the tourney. Or there's an elusive gentleman's agreement not to use him.
