Any rank with a 3 at the end, cuz at that point, u have to punch way above your weight to win matches and rank up. For eg, back when I was plat 3, I would be matched up with diamonds all the way up to ascendants on avg
silver and diamond were the 2 that I got stuck in for a while
i was stuck in silver for 2 years, then got to gold 3 within 1 week, then again got stuck for a month b4 ranking upto plat
