because you know that people who work in the white hat industry will use the information with intended purpose...
you cannot just give fragile information to random people because they might use it maliciously
sure there is no guarantee that the people who are allowed to have the information wont abuse it either but i would just not want my neighbour to know how he can easily lockpick and get into my house???
