This is just part of the data that showed it was unlikely to have been doping. But sure, let's assume that it was handled badly and actually was doping - this year, 11 of the swimmers from tokyo were selected again, so tell me why all other 20 swimmers (clean record) were also under the same treatment. Your "once a cheater, always a cheater" doesn't really make sense here does it, especially since even athletes in other sports are being questioned. On average, each swimmer was tested 21 times a day compared to 6 for the US - is that not insane? This includes experiences of them being disrupted - woken up at 5-6am for tests.
Also, it's funny that in 2022 for the US, out of 6782 cases 1.2% commited doping violations - while for China out of 19228 (almost triple), only 0.2% - the same as Japan.
