He is actually using the deadlock because he has seen that in patch 16.04 Deadlock become very op and he's ahead of his time by making Sentinels practice the agent while it is dogshit. Think about it. Why would anyone try something which has been proven time and time again to be a bad idea in the grandest stage of them all? He is actually a genius.
