champs seeding

can someone explain how the groups are determined for champs. Are all the groups just random or is there a specific setup relating to the # seed u are

There are 4 groups with each group having 4 teams,(one team from each region) Seed 1 plays seed 4 and 2 plays 3

In every group there is 1# of one region and 2# of another and so on ..
