Riot fix for APAC competition

Since APAC covers multiple sub regions riot should look into partnering with OneQode's Guam server for a central APAC server and so that way players from all across APAC can scrim against each other on similar ping. They could even have it enabled for custom games only to test it. Its already been used for officials in csgo by ESL
