Yeah, they're basically out because of the format of the tournament rather than because they're bad, in my opinion the 3 strongest teams in Europe are Heretics, Fut and Navi...but unfortunately the format doesn't allow all three to go through.
They probably won't make substitutions right now because of this, but still - they are a terribly unstable team. It feels like they are constantly trying to surprise everyone and show how different they are, how unique they are, and in the first place it is seen in the choice of characters on the map, a lot of times they choose characters not the most effective on a particular map, but just to surprise...because they do not use their non-standard choices in any way unique and justify their choices, they just make strange decisions to make strange decisions.
And it's steadily and constantly hurting them to get the highest positions. Plus constant instability during the game in tactical terms - sometimes they move perfectly on the map, read everything...then suddenly start playing terribly and just try to guess where to go.
But individually, they're all insanely strong, some of the best in their roles. To finish the thought I think that Navi needs to change either the captain or the coach, they probably won't remove Ange1, and he is not the worst captain in all aspects and even shooting, but he needs to be controlled and helped, which the current coach can't seem to do.
