Yeah. Definitely because it's real life sports and several rules are ambiguous and people can interpret it in any way.
Some refs/players make mistakes because of it and some try to cheat using those set of rules.
Also football refs are one of the if not the most hectic and physical jobs to do. They can mess up sometimes. The ref must have thought Saka had the time to dodge out of the GK legs but he choose to dive to get a 70-30 penalty conversion or maybe the ref is paid which is unlikely. But to everyone in audience saw he had high momentum so it's a penalty for sure.
The best option was to check the VAR and ask for video referee's assistant but the match ref didn't bother.
I think football should have 1-2 video review on team captain's call per 2 teams so they can choose if it is wise to opt for or not, similar to cricket.
