Why are orgs spending twice as much money on washed tier 1 talents when theres tier 2 talents that hungry and willing to play for half the price?

If i am nadeshot, im dropping the whole roster and letting boostio pick some t2 talent for the league

a lot better there is little to no gap between t2 and t1 in NA
