no, this rule only applies on franchising, russ didnt play on franchise this year at all so he can choose what region he represents and if he doesnt do good he can only go back to emea as an import or stay on apac tier 2

representing cambodia has nothing to do with this. its if he chose to play on EG as an import or a normal US citizen. he chose to be a normal US player, which means if now he wants to play in pacific, he'll be counted as an import
