Does anyone know if i need to win 9 games to get it or as long as I hit the rank it gives it to me?

As soon as u won 9 games on the whole season you'll get the buddy of the higher rank u achieved that season (for example if u just achieved immortal but won 9 games on the season you'll get the immortal buddy even if u only won 1 game in immo and then derranked)
