explain this pls

sometimes i see people posting with less than 4 stars and i instantly think less of them. i check their registered date and their post count and then i think even less of them. i see their flag and flair and then i think that they must be the dumbest lamest person to ever post here.
why does this happen? is there a reason for this phenomenon?
