Mini shield defends against vandal just as effectively as big shield, and barely anyone anyone uses phantom nowadays. Mini shield is 600 credits cheaper yet just as effective, riot no balance this or what?

still not really worth it tbh when everyone on the other team is using vandals. Literally 4/5 or 5/5 people use vandals
theres always chance for you to survive 4 vandal bullets with 1 going through walls
utility damage, random spam, the off chance someone uses a phantom on buy rounds, half buy guns are way better against half shields than full, there's a lot of reasons, which is why it's a largely tactical decision
As the best player on this forum, I will explain. Buying full armor is for everyone ascendant and lower. The only time you should buy full shield is if you have a big bank, otherwise you should always be buying light. The risk vs reward is too great for light shields.
