seems like any teams that qualified for masters and maybe stage 2 finals aren't allowed.

I dont understand how this is news, Tier 1 teams should not be able to stomp lower-tier tourneys.

Because teams like faze arent tier 1 anymore and seemingly have no way to improve to get the qualifications
