I think you can spam the likes though, and the number 9999 just means the number of people that have given gifts, this just means at least 10k is watching

That's called "popularity number", taking consider with gift and superchat and many other things. Normally they don't show real watching numbers. It is sometimes is 100 times larger than the real watching number.
valorant in china is not that popular yet. I assume for main stream in bilibili it's close to the number in twitch.
290k viewers. This is probably not "heat", but real viewers. An outrageous number for a game that's barely released, regardless. I fear for the future of Valorant, once CN revs up the pipeline.
