What limits the development of Mongolia are low population and subdivision, in PUBG, Mongolians could only participate in European competitions. Actually the Mongolians only began dominating Asian CS since 2022 as South Korea, China and Southeast Asia began to withdraw from CSGO.

China CSGO had never became a mainstream esport event as it only released in mainland China in mid2017. China CSGO is often called China mafia due to many matchfixing incidents.
similar case with cis,all the good mongolian fps players are on csgo and almost 75% of valorant playerbase in mongolia are high school teenagers, therefore lack of commitment and constant roster shuffles,also no tournaments,tier 2-3 apac TOs could invite mongolian teams but they don't
