why do Reynas lurk and bait in low elo?

every game there's some reyna instalock that lurks every game and sometimes they even bot frag.

I fill except I never play duelist or KJ/Cypher. I feel like KJ/Cypher should only be played by sentinel mains, you have to have a different mentality to play those agents. you have to have multiple setups to be effective.
