Why are teams in LCQ not allowed to do transfers before LCQ

Last time it was allowed, BabyJ & Ec1s got into a fight on who deserved their spot on the 100T roster

yh there should be a mid season transfer window but i dont think they are doing it this year. it should be allowed next year
