There are good players, but there is not a lot of investment into the region which hinders talent development and additionally, the good players go to other regions because they want to actually get more than 200 AUD a month

I am Australian and I disagree. Maybe I am too negative but I don't even think there are 5 OCE players that are at that level. Feel free to prove me wrong though.

The problem OCE has had is that a lot of rosters were built on cronyism, there is a lot of talent but on prior rosters, it felt like they were 1-2 roster changes from being scary internationally.

I think the big problem for OCE is there's no foundation to build and develop talent. Unlike all the other apac regions riot didn't look at it as a growth market and minimized to the point of shutting down the OPL in league. Combine that with big investment pulling out (/order going bankrupt) and the spiral continues. There's clearly talent, I think you could probably build a super team something like wronski, plixx, maple, bob and minimize would be a talented enough roster to be a threat at apac ascension. Would any of the best oce players be considered sane if the gave up higher paying positions in other league's e.g. wronski in Pacific, bob in NA gc, plixx and maple in China. No, the loss of sustainable income from playing internationally would hurt their careers and potential too much.
