Are the top teams of each league the actual best?

I have only watched chinese teams so apologies, but i was under the impression Fut and Furia were not considered the best teams, are they the actual 2nd best teams in americas and europe or did they get fluke wins?

I wouldn't consider either to be best in their league, but top 4/3 for sure
