October 15 deadline is submit to riot, not announcement date

It's the weekend. Riot resting

They had to present an initial roster TO Riot, not publicly

48 hours since deadline the rosters should be public

15 oct is the deadline for orgs to send the rosters to Riot
But I believe they can announce their players whenever they want

If it’s true that the global contract database will be public on the 17th, then we should still get announcements before then cause it’s obviously pretty lame for fans to find out from a spreadsheet

They just have to submit a roster to Riot. Announcements can come whenever I believe. Riot are going to publish a list of contracts that updates after 48 hours of a contract being in place, so I assume the official list will be started in the next couple of days. That isn't certain though. I haven't read the procedures thoroughly.
