What does restricted means in this context? Never heard it before

they have a buyout. their contracts are still under the org but they can be bought out.

player still restricted by their contract but allowed to be sell

means they are still binded by contract with an org but org is willing to sell the player .....at a fair buyout ofcourse

The term is mostly use to say they are allowed to explore options while still under contract
