Riot why?

Yeah so can someone please explain to me why two teams who have consistently qualified for almost every tournament one making it the grand finals multiple times, don't receive a franchise spot? What happens to the #1 ranked team in NA and the #1 team in EU why would the leave out both OpTic and FPX? I'm confused what am I missing?
