T1 has 4 korean players and steel...will they move to Korea with these players for franchising?

no they wont, if they move to korea they should only bring munchkin and xeta with them, maybe ban
steel definitely doesnt wanna leave NA unless the get gets literally 0 offers from other orgs

That doesn't indicate they're moving to Korea. Could be the work of a mod and no T1 interference. Or could just be that T1 is a Korean org. We'd need more proof than that for confirmation.
its probably based on the highest player count of each country and its just a vlr feature so i doubt it has anything to do with where the team will play.
also remember that munchkin moved to NA from KR to play in T1
